President's Message
from Liz Holland

On Monday, June 9, 2025, the Collin County Commissioners Court voted to implement Hand-Marked Ballots (HMB) for the November 2025 election and all future elections. This decision was made in response to Executive Order 14248 issued by President Trump, as well as public feedback from individuals expressing concerns about the integrity of our current voting systems.

Under the new process, voters will receive a printed ballot which they will mark by hand. The completed ballots will then be scanned and tabulated using the same machines currently in use.

We are actively working with the League of Women Voters of Texas and other partners to explore any possible actions we can take to challenge this decision. While we do not believe the change presents a security threat, it will likely increase the time it takes to vote and will require voter re-education. As with any significant change to voting procedures, there is a risk of voter disenfranchisement—something we take very seriously.

Call to Action: Please join me at the next County Commissioners Court meeting on Monday, June 23, at 1:30 p.m. at the Jack Hatchell Administration Building, 2300 Bloomdale Rd, 4th Floor, McKinney, TX 75071.

We will hear from the Election Administrator about the implementation plan for this change. Your presence matters—let’s stand together in support of transparent, accessible, and secure elections.

Other Leagues' Happenings

LWV Minnesota

Although this was created by LWV-Minnesota, most of it is broadly applicable, including here in Collin County. Many of us are wondering: Can the President DO that? What actions can the President take without Congress? Can executive orders override the U.S. Constitution? And most importantly, how do Minnesota’s state and local laws protect our civil rights, voting rights, and environment from federal overreach?

University of Minnesota Law School Professor Alan Rozenshtein will break down how our federalist system balances power and how we can use state and local authority to safeguard an inclusive democracy. View the presentation here.
